Francisco Tobar Gutiérrez es Ingeniero Civil Eléctrico de la Universidad de Santiago de Chile, con mención en Sistemas de Energía Eléctrica. Actualmente trabaja en Copec S.A. y es profesor del curso de Mercados Eléctricos en la USACH, contando con una amplia trayectoria en temas de mercado y regulación eléctrica en el sector.
Francisco Tobar Gutiérrez is an Electrical Civil Engineer from the University of Santiago de Chile, with a major in Electric Power Systems. He currently works at Copec S.A. and is a professor of the Electricity Markets course at USACH, with extensive experience in market issues and electricity regulation in the sector.
